Should i put 25 points into strength?
For soloing and wearing bronze.
I already have a set of small bronze, and i will play late when there are few groups.

You get 20 to spend. If you're starting from scratch and this is your main, strength won't hurt. Quitting a character by level 30 because it's always encumbered is nobody's idea of a good time. On the other hand, stamina comes into its own as the preferred stat at level 60, so if you plan to level up and play the character at 60 for a good while, dump points there instead. Split between the two if you want to hedge your bets.

Thanks for the information.
My main was a dwarven paladin. After running through unrest to 33, i saw that soloing was going to be hard. So im transferring his equip to the soon to be made dark elf.
I realize that a troll or ogre is probably better, but the armor fits and it took me forever to get it.
Considering i may have a weaker start. I am also looking for levelling advise for a dark elf SK.

Just like your paladin, it's a grind until 9. You are a gimpy warrior until then. Once you get your spells things pick up.
When you say you are looking for advice, are you asking for strategies/tactics or places to level (solo or group?)

The advise im looking for is a mix.
First if there are good places to get a group im all ears.
Oasis of marr was big when i played in classic.
However i will have to rely maybe 75% on soloing.
I intend to fear kite when i can.
Since project 1999 i have been on Feydewar the whole time.
Ideally i want zones for which grouping is popular,
Yet soloing is possible.
Really i switched from the paladin so i could solo better.

Check 3rd post down. Some really good info there. About 1/2 - 2/3 of the way through the OP starts ranting (I think just to mess with people that are still reading) but still some worthy content.

Could try this. It says shaman but it really doesn't have Sham specific content. I will tell you that Kurn's Tower and Guk are both group hot spots and both have the best do mods in the game (according to wiki).Kurn's is kind of a pain due too location and lack of merchants/banking (have to make it to OT for either). But when/if you do Guk, as a DE you'll have access to Grobb without faction work.

Noobie area until 9 or 10
N Ro derv camps (or kill trash) until 14-16
Oasis until 19/20
Upper Guk scryer camp until 23/24
Upper Guk warden/fungus/shin lord until 30-ish
Sol A or MM would be my suggestion for 30-35
OT from 35 to 43 (focus on berserkers for OT hammer)
After that, CoM or DL to 50...

As for tactics...
Soloing, try to manage your mana and health efficiently. Health takes forever to get back. Ideally you use enough mana that they both get full about the same time. If not, adjust accordingly. Cast less if you are waiting on mana. Cast more, or tap greens for health if you have excess mana.
DC is your aggro spell, but it lasts forever. Don't pull with it if you have an enchanter that might mez it later. Pull with siphon or at the most, darkness..unless you're sure it'll be a good pull.
Unless you have abundant mana, use the lower level darkness. You aren't using it for damage and mana is your friend.
Practice abjuration. That is feign death at 30. You don't want that to fizzle, trust me.
Grab a CoS as soon as you can. They get nerfed soon. Also, JBoots are invaluable....

Instant clicky invis from inventory. Great for travelling(since you're going to be KOS in many places). You can FD, stand + click = you're safe(unless mob see through invis, of course). Great for pulling and splitting mobs.
Soon it will be replaced by Circlet of Shadows which has a casting time which reduces the effectiveness down to only really saving you a spell gem slot.

I guess by your join date this is your first char here. Yeah you'll need str if you are going to use bronze. Really though, I'd opt for banded, then mix in better plate as you can (i.e. what we'd call archer armor in early UO). You know, plate helm, breastplate, gloves, boots etc. Fine plate isn't too expensive for a few pcs. You can get a full set of banded for around 100pp.
But banded is less of an issue to start as you can make up the AC by finding a good AC shield. You won't really need a good 2H until you get double attack apart from just keeping the skill up which you can do on dark-green con mobs.
I'd sink stat gear into rings, earnings, weapons that are better than the cheapest junk. Just have good AC armor that doesn't weigh a ton, upgrade it to stat armor later. imo this pretty much goes for any hybrid class.

I've got a 32 de sk, and I'd advice you to skip the bronze too. A de in full plate is by far the coolest looking sk but we don't exactly have str in abundance so I'd go for small banded until you can afford an upgrade. Get hero bracers. Your int pool is high so you'll solo better than trolls or ogres, at least while fear kiting. An alternative to OT is IC where the very nice earring drops with both ac and str.

Put points into sta. Youll struggle with str early but at lvl 60 gear is just scrambling trying to get sta up. Raid geared DE SK here and im maxing out at around 220 sta (ogre or troll would be sittin at max sta)

The struggle with STR early really sucks for an untwinked newb, though. I don't know about Dark Elves, but High Elf Paladins start with a miserable 65 STR. So when I made mine, I put all 20 in it.
At level 60 it honestly doesn't bother me that I did. It saved a hell of a lot of grief along the way for an untwinked noob who wore heavy armor and looted vendor trash to not be encumbered 24/7.
Would I be a 1-2% more optimized tank if I had those 20 points in STA? Sure, but I don't lose any sleep over it.

And hero bracers showing in this pic, then dyed armor. Then some other non-visible str pcs. Doesn't do bad at all. Old pic though, using black now... which is kinda dark-dark green on DE SK with some chocolate color shades mixed in I would say. A true black knight hehe

For a full set around 1k. Visible pcs you could look it up on the wiki under fine plate (http://wiki.project1999.com/Fine_Plate) For just a visible set un-dyed around 600pp. Cost of having it dyed depends on color and availability, obviously just on visible pcs, I consider green the cheapest due to availability. As of next patch, only someone with 150 trivial in smiting can dye it. Right now I think dying is trivial 30 or something (not classic, bro).
And the difference between full set bronze and fine plate is:
Bronze: 110AC and total weight of 86
Fine plate (S): 136AC and total weight of 51.8
Fine Plate (M): 136AC and total weight of 65
Banded is: 91AC and total weight of 45
Ornate Chain: 104AC and total weight 40.5

Now as far as that pic, say with a visible green set + hero bracers, prolly worth around 1100pp. That would be a 6pc green dye (2 resin ea) which is same color as hero bracers (7th pc.). That's mostly what that set is as I'm using stat armor in non-visible. Punching something like 150 str on solo hehe.
