What would be better than 2 jade maces for a level 35 Warrior? Would worse ratio proccing weapons be better? Like 2 ykesha war maces?

2 jade maces is pretty solid for a 35 warrior - would just roll with them until 50 and then see what kind of options you have then. Depending on your ability to raid and cash flow, many different options become available

Ykesha club doesn't proc til 40. The ssoy and Acid Etched War Sword (http://wiki.project1999.com/Acid_Etched_War_Sword) proc at 37, tho. Scorp claws recommended above are best aggro weapons from 30-37.

AC debuff proc is huge aggro, and it procs at level 16. Ratio is crap but that doesn't really matter.

Nobody forgets about them... they're just kinda bad for their range of use unless you're really super twinked. Weapons with very high dam/delay ratios would perform better.

Because kunark weapons blow these out of the water with swing hate.

Only worth using one in the off hand at low levels (off hand can proc even when it fails to swing). Once double attack/duel wield get to a decent level they don't even belong in the offhand.

From my experience, two JM's or Staff of Battle (http://wiki.project1999.com/Staff_of_Battle) are better choices than the lower level procs. Though I leveled my warrior in Kunark, so I'm not sure Venomous Axe of the Velium Brood (http://wiki.project1999.com/Venomous_Axe_of_the_Velium_Brood) would be a good choice or not. That being said, I don't have any numbers to support my above claim, that was just my experience.

Procs aren't worth it until the mobs are high enough not to die too fast. I didn't use any proc weapons for aggro until 40 with Ykeshan War Club. Haste and good ratio weapons do the job. Invest in a bag of 10 wooly spider silk nets instead. Save one with 3 charges in the bank and you can pay 21pp to have 3 instant cast root clicks.
