That was the problem. I thought of Nathan Portman, I did a google "famous people surname Portman" but felt like too much effort after 5 seconds.

I'm surprised though. It popped in my head and I thought it was so horrible that it should be shared. Wasn't expecting positive replies and now... now I'm terrified of the world.

I look at as something more akin to vagrancy law. The authorities have no real interest in enforcing it in favor of issuing collective guilt upon the society that we might all flagellate to atone for the depravity of our fellow elf whose plight is most certainly subject to the callous disregard of our own ambition.

Of course it would be stupid of any authority to repeal a law whether it is enforced or not. That would just mean one less way to exploit the populace.
