SK Defense Skill Bug? 200

I am lvl 42 Iksar SK and my Defense Skill is sitting at 200 (it is tinted red on the skillist for some unknown reason) and won't go further up. Is this the norm? It is a known bug?

Capped at 200 until 50, but there IS a bug related to your defensive cap that you should know about.
