According to the haste guide (http://wiki.project1999.com/Haste_Guide), multiple types of haste do not stack. Does this mean that if I buy a Silvery Belt of Contention and Silver Chitin Hand Wraps that I will only benefit from one of the items and not both?

The four types of haste
Permanent item haste: haste effect listed on an item you wear.
Spell/song/clickie haste: haste effects gained from nearly all spells, bard songs, or click-able items.
v2 haste: Ervaj line of bard songs grant v2 haste. This is not "overhaste" and will not allow you to exceed the haste cap.
Overhaste (v3 haste): These effects allow you to exceed the haste cap, but no such effects existed before the "Shadows of Luclin" expansion was released.
***Some people stack Haste gear for the stats but it does not increment.

Don't worry too much. You should be out only a bit of time. Haste items remain in permanent demand so you ought to be able to re-sell one of the items for more or less what you bought it for. Optionally, you now have a second haste item you can give a melee alt character if you have one and don't mind the cash hit.

That's unfortunate, but your post might stop someone else from making a similar mistake in the future. So feel good about that.

tl;dr version for total haste: The highest of worn haste + spell haste (includes bard) stack.
So a rogue with a CoF (36%) + Epic (40%) would have 40% worn haste.
Add VoG (58%) and your total haste would be 98%.
The only exception to this is the bard song Melody of Ervaj (http://wiki.project1999.com/Melody_of_Ervaj). That's a 5% haste which will stack with anything up to a total of 100%.
There's no way to exceed the 100% haste cap in Velious.

Genuine question, if a rogue is max hasted and pops their "blinding speed" disc... do they exceed the haste cap?
I always stuck to duelist/deadeye... just curious.
Would like to know this as well - anyone?

My instinct says no - I tried using it against Tolapumj once while at cap and I didn't really notice a difference. Something that needs to be parsed for a sure answer.

It's a flat delay reduction in weapon delay. I think 15%, removed from the final delay after haste. It should therefore get better the more haste you have.

Stick with the belt over the gloves, a lot of better items floating out there for hands than belt, as I found out the hard way on my monk who is looking at buying a 2nd haste item in order to free up my hand slot.

well I certainly would hate to let one of them go to waste! my main, a rogue no less, is currently with out any haste. hint hint LOL
So a rogue with a CoF (36%) + Epic (40%) would have 40% worn haste.
This is how it should be but ragebringer haste is apparently broken on P99. Epic rogues have to gear for a second haste item. Seems to be an issue with items with haste bundled into an effect so possibly Swiftwind/Tolan's is broken too? IDK
Actually to correct myself the haste bug only effects melee skill refreshes like backstab. This bug has been in for a long time and hasn't gotten any attention from staff.
