The question i am here to ask is, why? Is there a way to tell if he has the cloak of flames so people just leave him up?

no, there is no way to tell if he has a cloak of flames. the drop rate is like 1 in 10 though it seems. ive seen him drop 3 cloaks in 5 kills, other times 10 kills 0 cloaks however.

People MQing certain parts of the quest don't need him, only the turn in that spawns him. He's a pain to kill when not slowed by a 60 shaman. That's why he's left up.

On live, I used to raid ixiblat every week. Probably helped kill him 20-25 times. I remember one Cloak of Flames dropping. It was stupid rare.

Its not worth my guild's time to kill him. Effort/reward is just not worth it. Id sooner let someone else have some fun. Get my note to spawn more ragefires.
