This is actually true :/ Just because people are a part of the Russian Federation, doesnt mean they are Russian. That would be like saying Native Americans are American.

You are mixing citizenship and belonging to a nation. Chechens do indeed have a Russian Federation passport, just like American Indians have an USA passport. But no Chechen will consider themselves Russian as in belonging to the Russian nation. Just like inhabitants of Corsica have french passports, but you shouldn't go around calling them french. :)
