Usable by enchanters perhaps? Provides decent health regen to a class with few other regen options. Plus it's probably pretty rare.

It isn't; the OP hasn't sold the item in 3 weeks. +5 HP/tick that roots you and can only be used outdoors just isn't that great, even if it would work in POM.
