Publishing is the only path. It's the only way universities have besides student reviews of quantifying how "good" a professor is.

Basically its bureaucratic logic run amuk. No one really reads these articles. So they just go by the number of articles published in certain journals.

It's going to get harder and harder because being a professor never looked so good as a career option. In the past, teachers were paid less than similarly educated professionals in the private sector...same with government workers.
