Both of those cities have some weird class factions that respond badly to outsiders even if the guards aren't kos. If you venture in (and do try), just /con everything to be sure. Including the banker.

if any are curious. Im threatening to the guards at both cities, as a skellie (call of bones) im apprehensive to all inside Ogre city and the banker so yes i can bank there. I didnt get to troll bank but was same to guards there. will try getting to bank another time.

Like when I took my Ogre shaman into troll shaman guild and died buying a spell, fun times indeed. not all evil is evil some are Evil'Er than others.
