Verlekarnorm's horn of disaster is not landing in PvP at all.
It is resisted 100% of the time literally.
It should be landing on some, most or all pvpers.
It is not working as intended.
In any review, please note the spell check, cast time and item rarity.

It will land during PvP on people with low resists(<80), just like root or snare. Open up your test population beyond a NToV geared raid on a PvP server.
[Tue Feb 28 19:40:46 2017] You resist the Verlekarnorm's Disaster spell!
[Tue Feb 28 19:40:46 2017] Hazelnut is struck by a sudden force.
I was at 185 MR when you cast it on me.
Cast on You You are struck by a sudden force.
Cast on Other Someone is struck by a sudden force.
Wears Off You are no longer stunned.

This is resisted 100% of the time at 51 magic or above period end of discussion.
This has a minus 100 magic check.
It is not working as intended.

Did some cursory research. (Item/Spell Comments/Lucy/Tsiki)
I did not see any mentions of this being difficult to resist on PvP servers. This isn't surprising with a 15sec cast time, if it was lower we would probably see a ton of comments on this front.
Here is some of the spell data from the history of this spell from lucy. (Note that some aspects of spell data were changed with no change to actual effect, so tagged dates with changes might not mean an actual change in the spell but merely a new way to track it.
2004-05-26 10:49 Changed Pvpresistcap from 100 to 0
2004-05-12 10:26 Changed Pvpresistcap from 0 to 100
2004-05-12 10:26 Changed Pvpresistcalc from 0 to 100
2004-05-05 11:15 Changed Pvpresistbase from 0 to -100
2002-09-04 11:33 Removed Slot 1: Lure(3)
2002-09-04 11:33 Changed Resistadj from 0 to -100
To compare pvpresist data with others spells with a few more spells at a list -100 MR mods:
2004-07-13 01:27 Changed Pvpresistcap from 170 to -170
2004-05-06 23:05 Changed Pvpresistbase from 0 to -147
2004-05-06 23:05 Changed Pvpresistcalc from 0 to 134
2004-05-06 23:05 Changed Pvpresistcap from 0 to 170
2002-09-10 19:41 Changed Resistadj from 0 to -100
2004-05-12 10:26 Changed Pvpresistcap from 0 to 117
2004-05-12 10:26 Changed Pvpresistcalc from 0 to 101
2004-05-12 10:26 Changed Pvpresistbase from -100 to -95
2004-05-05 11:15 Changed Pvpresistbase from 0 to -100
2002-09-26 11:10 Changed Resistadj from 0 to -100
And here is one of a normal spell with well documented PvP resist rate at 80ish MR.
004-05-28 01:37 Changed Pvpresistcap from 12 to 33
2004-05-28 01:37 Changed Pvpresistbase from 5 to 50
2004-05-06 23:05 Changed Pvpresistbase from 0 to 5
2004-05-06 23:05 Changed Pvpresistcalc from 0 to 101
2004-05-06 23:05 Changed Pvpresistcap from 0 to 12
I also noticed a tag of a slot called Lure(3), while I was unable to find anything else with a Lure(3) tag to compare to I was able to find Lure(5) on the entire wizard Lure line of spells, by example here is lure of frost.
2004-05-12 10:26 Changed Pvpresistcap from 0 to 368
2004-05-12 10:26 Changed Pvpresistcalc from 0 to 134
2004-05-12 10:26 Changed Pvpresistbase from -300 to -347
2004-05-05 11:15 Changed Pvpresistbase from 0 to -300
2002-09-04 11:33 Changed Resistadj from 0 to -300
2002-09-04 11:33 Removed Slot 1: Lure(5)
Not sure what Spell Dat Parser he was using, but post is pre-lucy spell data archive and at the end of our expected timeline that list it at moderate to resist, might be beneficial if we could find references in this format to other spells/effects.

Verlekarnorm's Disaster
Moderate to Resist
Stuns target for 1.0 (L1) seconds
Decrease Hit Points (HP) by 150 (L1)
--------------------------------------------------------------------------------
Classes: None
--------------------------------------------------------------------------------
Skill: Evocation
Allowable Targets: Point Blank AoE
--------------------------------------------------------------------------------
Range to Target: 20 feet
Area Effect Range: 30 feet
--------------------------------------------------------------------------------
Resistance Check: Magic
--------------------------------------------------------------------------------
Spell Duration: Instant
--------------------------------------------------------------------------------
Spell cast on you: You are stunned.
Spell cast on someone: Soandso is stunned.
Spell fades: You are no longer stunned.
So it looks like it should be harder resist than root, but possibly also not impossible/hard to resist with decent resist gear.
If you could do some testing and attempt this say 20ish times at each benchmark of MR(0/50/100/150/255), so we can get an idea of what the actual current resist rate is that would be beneficial. Stating it gets resisted every time 50+mr doesn't do any good, when I posted evidence of it landing on someone next to me doesn't add much credibility to your evidence base.
If you post an issue with no research or leg work done, that isn't game breaking without change, you're unlikely to see it even addressed by the developers.

Thanks for inquiry.
This lands 100% of the time at 50 mr or below.
This is resisted 100% of the time at 51 mr or above.
If you have any other questions, I will do my best to answer them, or if you are unclear or doubt my claims, you are welcome to check them yourself, as I have repeatedly over and over.
You claimed NToV gear. Beginning characters with Unrest or Najena gear CLEARLY resist this spell. Taking into consideration the minus 100 magic check, this spell is obviously not working as intended.

You are Iovvdovvn, correct? If I'm off base and your not the bard that was clearly running around the Apex raid yesterday chain clicking his horn, I apologize. I just assumed this was the case as your post here corresponds almost 3 minutes after the logs I posted showing my resist and the person next to me being hit by it.
Either way, an obscure item effect like this is not likely to get developer attention with other large scale issues going on. If you want to get something like this fixed, you need to do most of the legwork for the staff yourself, as I doubt they will invest the time into it right now.
As I said in my post before, your earlier post makes a statement, but does not show anything. I personally think a good starting point would be to do a little testing so you could provide numbers on how often and at what points this gets resisted, and contrast that against something else that also has a -100 MR mod. The easier you make it for them to make this change, the better chance you have of it getting changed.
Dont waste your time and chuck it up as a loss if you bid dkp for that item. Pvp bugs dont get fixed. Pray haynar comes back.

This forum is to report pvp bugs. If you are trolling the bug forums to alert everyone this is a waste of time, i get it.
I will continue to post about this bug until staff replies. Thanks for your time and advice on that topic.
However, I have EXTENSIVELY tested this item. Additionally, i can't imagine staff changing at item based on anyone's data. They will check it for themselves. I have correctly identified the hard line at 50. (for you, not them) There is nothing left to do but wait.
All of the facts I presented are easily reproduced.
It is not working as intended.

The spell routinely lands on 140 MR. OP is way off and provides no evidence.

Tested this today, spell didn't land a single time at 54 mr.
Not sure which server Slathar is testing this on, but it wasn't P99.

this is not a bug
the current pvp resist system is constructed so that stuns will not land on players above 50 MR without negative modifiers (this item does not have a negative modifier as per classic)
it is intentional and very good so that items like this would not ruin the game
move to resolved

Slathar is a liar.
Cwall is an idiot.
"Working as intended" means working as it originally did.
This has always had a minus 100 check.

This should obviously be landing in pvp.
It has NEVER landed in the history of P99 red of over 1,000,000,000,000 casts.
Anyone who who states differently has committed treason against Rogean.
If tried and found guilty, lifetime ban is a confirmed suggested outcome.

Now that Sirken is back, maybe we can celebrate by focusing on this server killing bug.
The population is low.

This server-destroying bug as evidenced by reality has haunted Red99 into the ground and decimated it's population.
One would have thought a lead GM could go on forever without being discovered, but no....
They even uncovered verifiable truth before they could fix this thing.
Do not underestimate this bug's power.

Third times the charm?
Today marks the 1st day of the 3rd year we have known this well known bug is destroying our beloved PvP server.
Let's all hope this is the year our greatest minds can summon the here-to-fore illusive intelligence and wisdom to finally overcome this server-destroying puzzle that has bested them these last 2 years.

Default Good bye
Heyo guys, so, I'm done with p99.
Basically ROgean and Nilbog's constant and persistant inaction is the reason.
I would reccomend you all play elsewhere, play TLP, it will be a far better experience.
I will be contacting the p99 reddit mods to see if they'll allow me an AMA, and will do one in the coming weeks.
Take care.
---------------------------------------------------------------
One of you who might attend this AMA could ask him if this is in any way related to Verlekarnorms's Horn of Disaster?

This bug killed the server.
I hate to do it, but I'm going to have to say "I told you so".
