That is right, full MQ. That means you show up to the Xenevorash (https://wiki.project1999.com/Xenevorash) fight to loot the Demon Fangs. I turn in Book of Celestial Fists (https://wiki.project1999.com/Book_of_Celestial_Fists) and you turn in the Demon Fangs (https://wiki.project1999.com/Demon_Fangs) that you looted and get your Celestial Fists (https://wiki.project1999.com/Celestial_Fists).

At what level can the turn in be done? Equipped? Effect?

Done at any level, equipped at 46, effect is 40% haste and some atk. He has Celestial fists linked in his post...
