I will count that one - although his name is Brother Balatin. WE HAVE A WINNER (I am lacking the ability to insert Swish's cool gifs here).

It is him indeed!
Once a proud member of the lost circle, he is now spending is time on one of the square pyradmis in Dreadlands, waiting for the one - the one who shares the lost circle membership with him. That one has to be sneaking or face a charmed brother Balatin - otherwise Balatin will attack him.
The one who brings him Balatin's masters flute and the characteristic dark red Robe of the lost circle will be rewarded with ne new fancy looking Robe of the whistling fists.

Alright, kind of out on a limb here. But the yeti in the tunnel leading from the rings in DL?
He paths from one end to the other, looks silly while doing it, and most players will ignore him as they follow him or pass him in the tunnel because they are invis, or such a high level they don't care.

More clues: His name is offensive in a foreign language (probably not intentionally). He does have an allakhazam page with comments on it. He's on a faction that's fairly easily repairable if you wrecked it. You might catch him sitting, but most will see him running.

Weakening lands is grassy, but not a city, the only cities in velious are Thurgadin, Kael Drakkel, and skyshrine, no grass that I know of in any of those.

Paineel is a sowable zone, but yeah technically half of it is underground. I think the zoo area has grass, possibly? A lot of people thought about the FoB bard, a great answer - might have to put him into one at some point ;)

Yasi is right, it is him... but someone had named him first (or is it her?). It doesn't rain in WFP that often, but the Karanas is where you'll find the aviaks mostly. Is it a real aviak or is it a phoney?

Typically you clear to this NPC as a group but to get to the right area I've been part of many a wipe (unless I was pulling of course) :) Velious gear/twinks makes it less dangerous now but it still happens.

Not really a well populated zone though... hmmmm!

Well populated outdoor zones old world imho:

Freeport, EC, WC, Oasis, High Keep, OOT, Rathe Mountains, Crushbone, Unrest, Mistmoore

No serious loot camps in FP, EC, WC, Oasis and High Keep. No Real twink gear in OOT, Crushbone. Can't think of any loot camp in Rathe Mnts.

Leaves me with Mistmoore and Unrest. Only male with twink drops in Mistmoore would be dhampyre.

Unrest has a few more, but I wouldn't call them "sought after" Drops.

Not a bad guess, but no.

The namesake clue refers to the name of this mob having links to a part of a boat, but it might be too cryptic a clue if you aren't familiar with boats.

There are enough other clues to narrow this down though i think.

Redwind (http://wiki.project1999.com/Redwind)! He's a wandering SK mob in Everfrost, level 27ish. Casts SK/necro spells, harm touches. I don't know a higher level orc (the Shraloks are all below him) in the P99 era.

If you're questing for an Ivy Etched Bracer at this point in the timeline its low value/not easy to sell.

Leveling Barbarians coming out of Halas might run into him by accident while scouting the open area making him dangerous, especially with that HT.

I think this went on because barbarians are underrepresented on P99 (versus live) as Halas/Qeynos/etc are effectively deserted areas :p



EDIT: Maybe Ortallius(who we've had already) has a couple of levels on him. I might have goofed and not thought it completely through :o

I thought he was static on that platform with the other orcs? At least every time I've seen him, he was standing there amongst them.

I was also thinking Rahotep (the mummy) but thought it was too easy - hence my asking if procs counted (was fishing for another clue).
