Sodcome is replying to this post, he's about to make something witty!
Believe it goes something like this
Lvl 20 enc pet - max 24dmg
Lvl 24 enc pet - max 26dmg
Lvl 29 enc pet - max 28dmg
Having only just hit 29 myself I know with the 24 pet hits for 20/22/24/26 depending on the lvl pet you summoned. If I am planning on playing for awhile I will usually keep resummoning until I get my highest level pet as the extra damage makes a difference in the long run.

but at lvl 25, your newest pet can be DB 3 levels below you correct? so how do you see what pet you have without actually fighting?

You don't, you have it attack and find out what it hits for max by itself.
There is a pet guide on the wiki that gives the max hits and level for all classes. Check it.

This, it can be a pain having to keep summoning but having the stronger pet makes a big difference in the long run.

no no, i understand the level range of my pets. but at lvl 21 now, my highest lvl pet will be lv 20 (DB), so when i summon out a pet and its DB, it could be lvl 18, 19 or 20. is there any other way than to have a test fight to see how its hitting to know if its the lvl 20 or 18 pet?

not unless you're a GM or a hacker or using one of the bannable third party programs who shall remain nameless in an effort to not make people google them and get banned.
