edit: a thought.. If you don't announce xp bonus it might save potential headache for a couple reasons.
1. People who don't normally play wouldn't log on and clog up the gears.
2. People are less likely to be morons and start breaking the rules.

i think previous testing (https://www.youtube.com/watch?v=zo338rtqa_4) revealed quest xp didn't get amplified by the bonus xp.
