She's been there for a few months now. I thought it was mentioned in the patch notes there would be NPC's selling city "newspapers" which is what she sells, but I can't find it in the patch notes now.

She sells the Rivervale Chronicle or something and there ought to be others in the rest of the cities unless she was leftover from the original install of EQEmu...not sure when they added town criers back in the day but their newspapers are sooooo out of date on live that I'm pretty sure they fell into disuse immediately.
