So im gonna make a human necro and im wondering what you guys would do for his starting stats. He will be somewhat twinked. low end it items mostly. a few hp mp items. He probably will never see 60 and im not much of a raider.
So, should i just dump all i can into int? or put some elsewhere?

well iksar is likely the best necro you can make, but if you are set on human int is best, plenty of mana/hit point items you will want to use later on so int gives you your best bet for stats as you get towards max level.

The best stats would be to re-roll iksar.
Sta or Int otherwise. Both will give you mana.

Best stats you can roll is a different race - Iksar
Stamina or Int, Go either all Stamina or half and half. Don't really need max Int as reaching 200+ int should not be difficult

I don't blame you one bit for going human necro. They are uncommon for one, and they don't move like total gimps with corncobs up their behinds. They don't swing weapons like gimps either.
Honestly if someone "needs" iksar to play necro they are the ultimate min/maxer that simply can't grasp playing a MMO character race/class for other reasons besides gaining maximum advantage.
Gaining maximum advantage on the necro class is ridiculous because the class is so powerful and adept at what it can do. The spells are so efficient without iksar regen.
Having the regen is not necessary. Does it make the necro even more efficient? Yes, it does. It is not "needed" though.
It's like poisoning the evil king with 2 gallons of poison or three gallons, both are going to easily do the job. Such is the choice of the necro race.
Humans start with awful INT, I personally would put my points into INT.
Seeing STA grants hardly any health for casters (1 STA is 2.4 hps at 60) you might personally feel you'd gain more using the remaining points on another stat. I feel like the last few points remaining make no difference regarding where you stick them TBH.
STA for more health, STR to carry 5 more pounds of loot/coin, DEX because you plan to use proc weapons and think 5 DEX will help, CHA because you'd like to be a more handsome/beautiful and charming Necro, AGI because you think 5 AGI will help you dodge monsters, honestly the 5 remaining points will pretty much do nothing relevant. :)

One thing to consider if you're not trying to min/max and just have a fun char- STR is probably the one stat you'll most often wish you had more of.
INT really only raises your maximum overall mana pool. Unless you're sitting around at FM often then your mana ceiling doesn't really effect a whole lot. However if you're stuck with 75 STR then you're constantly going to be having to stop what you're doing and vendor/bank or let all that FS rot from those city guards you're feeding to your skelly sidekick.
I'd recommend 15 STR/15 INT for a fun non-raider human necro. You'll benefit every single play session from the added carrying capacity.
Also, human necros get to use Flayed Skin armor- super cool non-robe look, not too bad on stats and usually dirt-cheap. Pick some up and be a purple pain machine RAWR!

Don't forget, female human choices offer two different Michael Jackson lookalike models too! Clearly game was developed by obvious Jackson fans from the 80s!
Throw it in INT/STA, and also don't listen to people recommending Iksar. Play whatever race you like.

Your starting stats mean very little - I wouldn't stress about it - but a little STR never hurt and some extra STA will be more beneficial once you start Lich'ing. Int for a necro isn't all that important TBH since we have such insane mana regen

For Necro, go full STR. As a non-Erudite race, put leftover points into INT. Erudite will put the points into AGI to guarantee minimum 75 AGI.
STA is a very poor stat choice for a caster class to focus on. 5 STA at level 60 is around 12 HP. Definitely not worth it. STA on a caster is worth even less while leveling.
INT is very easy to acquire with gear, but it also is only useful while at max mana. Sure, it's nice to have, but as a Necromancer, gear with +HP would be a better investment.
STR will lower your reliance on WR bags and allow you to wear heavier gear, carry more pet weapons, and keep more FS to sell to vendors. I would recommend STR over STA/INT for Wizard and Magician, as well.
I have a 53 Human (eyepatch) Necro. I put more into INT early on but at this level I feel like having more STA would be better. That's just my take. I didn't need an Iksar to have fun with Necro.

go INT/STR. Forget the people telling you to go iksar, if you want to play human, play human. Honestly being lvl 60 kinda blows unless you plan to raid hardcore or master the solo artists challenge so just enjoy the ride. Also, forget the people telling you to get STA. The post about the 5 extra points not meaning much is only partially truly because the 5 extra str for carrying stuff will get you way more use than any of the other 5 extra stats.

You're going to be a skeleton 90% of the time, race really doesn't matter outside of perks (Erudite svMagic, Iksar regen, gnome tinkering+wall peeking). But play what you enjoy, nothing will burn you out like min/maxing IMO.
Stam returns on int casters is awful but its something. 200 int is the goal but not so important for Necro as you have regen, you don't need a huge mana pool. Str at low levels (and untwinked) is nice for quality of life.
For Iksar: Int/Str
Everyone else: Stam/Str
Except for Erudite: 5 into Agi, rest into Stam/Str

Everyone is different. Some people value potential statistical advantages over everything else in a game, even if it's a minimal/irrelevant boost. People with this mentality will pick Iksar for their necromancer.

The problem is that Iksar regen feels like a non-issue at low levels, then is a big deal at 55+. As long as you understand this, then no big deal.
Edit to Add: Also, Iksar RP is on point. If you're going to be evil, why not be the evilest?

Going human for a necro is already nearly beating the game. Humans are the coolest necros.
I would try to get him a full golden efreeti armor outfit and some staff or hammer, and run around anon and roleplay a cleric of Ro or some shit.

I've done a bit of research regarding human necromancers on both live EQ and p99 and there isn't much info on them.
It's a given that Iksar is THE min/max race for necro (as a side note I often wondered what the consensus would be for the min/max race/class combo for all other classes) but outside of a few Erudite necro comments, and old Dark Elf necro info. there isn't much to go on for non Iksar necros. Sesserdrix's guide is very good though and may be what you are looking for. Just type in p99 necro on google and it will come up.
My own limited experience with the necro on p99 at the low to mid 30's level is that they are an overpowered class for level appropriate encounters and so the human necro might be a worthwhile handicap. I've seen more human necros online recently and so maybe some folks are looking for that extra challenge as well.
I think an untwinked dark elf warrior would be more challenging though and I may roll one soon.

Half elf warrior of innoruuk is pretty challenging and provides interesting RP.
Something overlooked with race selection is what you are communicating to other players.
Choosing the min/max race to some says you are wanting maximum gain for minimum effort; wanting the character to do the heavy lifting for you. i.e. lazy and unsociable
Others will perceive you as being numbers fixated, squeezing the maximum efficiency so you can always perform at maximum performance. i.e. unfun and arrogant
Conversely, if you don't pick the min/max choice some players will view you as not taking the game seriously nor playing your character properly.
How do you want others to perceive you?

Wiz - High Elf (more innate INT and therefore more room for +MANA and +HP gear)
Enc - High Elf (highest starting CHA and therefore more room etc)
Necro - Iksar (obviously regen)
Mage - High Elf (more INT - more room)
Rogue - Barbarian (best STR - more room)
Warrior - Ogre (too many reasons to list) or Iksar if FSI not a concern
Monk - Iksar (regen)
Ranger - I wanna say human if Tunare aligned for the Helm of the Tracker quest
Paladin - reroll
Shadowknight - Troll because of regen, FSI doesn't matter since you're not tanking anything where it matters to a sufficient extent.
Cleric - High Elf (highest WIS, more room)
Druid - Probably Halfling?
Shaman - Ogre or Troll depending on whether you plan on taking advantage of innate regen more than of the FSI.
Bard - beats me

As far a shaman is concerned, half an innate worn fungi built into your character that doesn't take a slot and stacks with the actual fungi if needed is hard to pass on unless you need the FSI real bad. 99% of people don't.
Iksars regen just as much but Trolls can slam which can be a life saver.

One thing which rarely gets discussed when it comes to race choice is faction and which towns/banks you can use. My first character on P99 was a human necro of bertoxulous and, honestly, it was pretty nice being able to use most towns.
I can't remember if he's safe in Erudin but he is in Halas, Qeynos, Freeport, at least part of Neriak, Kaladim, and G fay. I also can't remember for sure if he's safe in Felewith but I think he is. Some of this may have taken a little faction work, it's been so long I don't even remember.
If you are just playing for fun and not planning to get heavily into raiding the convenience factor of this is actually pretty huge.

Regarding human necro of Bertoxx faction in Erudin. They are KoS to the guards. I died right after I hopped off the boat. A bit frustrating but very old school EQ :)
You can build up the High Guard of Erudin faction once you get gather shadows and can make your way to the Warrens.
