No its a single turn in for Ring 8

There is several steps at which the quest can be MQ ested however. The easiest point to MQ or sell a ring is at Ring 6 and there is 2 ways of MQ'ing ring 6 and then quickly progressing to Ring 7

Ring 1 - Single Turn in, not MQ but someone could just hand you the pelts to make the blanket, the pelts are droppable
Ring 2 - Someone else turns in Ring / You turn in Bear pelt
Ring 3 - Someone else turns in Ring / You turn in Coldain Skinning Knife
Ring 4- Someone else turns in Ring / You turn in Coldain Smithing hammer
Ring 5- Someone else turns in Ring / You turn in Head of Scarbrow
Ring 6 (Easiest) - Someone else turns in Ring + Kromrif Plans / You turn in Rodrick's Head
Ring 6 (2nd method) - Someone Else turns in Ring to Corbin Blackwell / You turn in Shackle Key *This method activates the Escort quest for Ring 7 and if completed will get the person receiving the MQ Ring 7 (Which can be turned in immediatly for *Marching Orders*)
Ring 7 - Cannot be directly MQ but is 1 short Escort quest away after receiving MQ Ring 8 - Cannot be MQ, however if someone wanted to sell Loot Rights they could turn in their own Marching Orders and have someone else Loot "Chief Ry'Gorr's" Head and turn in during the war
Ring 9 - 1 person has to turn in Ring 8 / 1 person has to turn Box of the Guilty
Ring 10 - 1 Person Turns in Ring 9 / You turn in Head of Nerandi (Loot rights MQ for a few million plat? lol)

Funny part there is the portion for 8th where Fox states selling loot rights is actually the easiest MQ portion as the main person turns in the marching orders to start the event. Player X gets Chief head looted and turns it in during the war before NPC gets whacked. and You have a successful 8th ring MQ'ed between the 2 people. It doesn't quite fit the standard definition of MQ involving both players needing to be there for the turn in to happen, but it has the same effect Player X get the reward he wants. The way i had heard it is some often wait until the 9th to MQ over but find that a bit funky since well harder to find Dain around. 8th mq is nice as that is where you get the first benefit from the ring - ie the first clickie.
