is there like a cool-down period in between earth quakes? all I know is that it's completely random. if following that assumption, can you technically have a second earthquake within minutes of each other?

Nilbog said at the first of each month he basically random generates a date and a time (twice) to determine when EQs will shake Norrath. I think common sense would disallow him from having an EQ on the same day as it defeats the entire purpose of simulating a reset. Now back to back days could very well be a thing.
As I remember it the Verant engineers were not so competent as to never make mistakes. I'm pretty sure there were several occasions where such mistakes resulted in two server resets in a single day ... which means that two earthquakes on the same day seems classic to me.

Starting this month, there will be two simulated respawns occurring at random dates/times.
These repops are designed to fill in the gaps of missing chances of rare npcs and raid targets from patches and downtimes which frequently occurred in the classic timeline.
At the beginning of each month, I will roll two random dates and times. It might be early in the morning, early in the evening, or directly in prime time; it is completely random. I believe random is the fairest way to accommodate players in all time zones.
I should have announced this on the 1st of this month, but instead of waiting till next month to start the program, I figured there's no harm in starting now.

Every earthquake is also randomly right in the middle of the work day on the west coast, or in the middle of the night.

So basically a lot of times after earthquakes you can get what are called aftershocks which are smaller shakes than the earthquake that they follow. So if you are in California or somewhere that has earthquakes you should know that you could feel some tremors after the main quake dies down and that is perfectly normal but I would not fault you for running around in a panic with a lamp shade on your head or something because it would be I think normal but also a little humorous. So really we are all just waiting for the big one that is going to break part of California off and cause mass devastation but that won't make people in Minnesota worry too much and they will go about there day normally for the most part but you might want to invest in a good aquarium and keep it well stocked just in case. The whole point is to simulate server crashes from live which caused full zone repops, including nameds.
There were a few times I recall during Luclin that server actually crashed twice on the same, probably about 10 hours apart.
It wouldn't be out of bounds for him to make it totally random, but then again it makes some sense to add a minimum buffer also.
TLDR Nilbog didn't say either way, so anything is possible as far as we know.
