These can be handed in to Herald Telcha (https://wiki.project1999.com/Herald_Telcha) as soon as the Chardok 2.0 patch goes live. Turning in 40 stacks of skins and 11 Salts should be 3060 faction (2 salts or 1 skin is a +3 adjustment (https://wiki.project1999.com/Di%27Zok_Signet_of_Service_Quest)). This is enough to take you from max KoS to ally with P99 Faction Values (https://wiki.project1999.com/Faction#Faction_Table)
This faction will allow you to do the Spirit Wracked Cord quest which can get you the below items:

Regal Band of Bathezid (https://wiki.project1999.com/Regal_Band_of_Bathezid)
