Greetings P1999!
In order to increase the fun and opportunities available on p99, Aftermath will be doing a few things differently for the duration of Awakened’s suspension. We realize last time that the 1 to 3 hours to kill any mobs was not enough and relied too much on when the mob spawned for guilds to have a good chance at killing the mobs. Aftermath will do the following:
For each regular cycle of spawns, Aftermath will publish a list of 10 to 12 mobs that we will not contest for 12 hours after the mob spawns. These mobs will include, but are not limited to, City Leaders (King Tormax, Dain and Yelinak), Temple of Veeshan, and others. If there is an Earthquake before the regular spawn cycle happens, Aftermath will not contest anything in Sleepers Tomb, Kunark and Classic for 12 hours, all else remaining from the earthquake FFA*.
This list will include nearly every mob but Vulak`Aerr. Vulak`Aerr will be included in the event below. As for the other top tier mobs (Dozekar the Cursed, Eashen of the Sky, King Tormax, Cazic-Thule and Statue / Avatar of War**) they will be on the list, but not necessarily each week.
This will lead to somewhere around 100 raid targets open for any and all who wish to kill them.
Along with this, Aftermath would love to do a server wide open raid on NToV. This means that everyone would be welcome to come and we will all crawl through North Temple of Veeshan together, killing all mobs starting with Aaryonar. This will most likely need to take place the week following an Earthquake as the timers will be closest together that week and, hopefully if everyone is interested in this, the dragons will be left up until all spawn.
The logistics of this are still currently being worked on and hopefully, with the help of some other guild leaders, we can have an event that will be fun for all. If you want to help with the logistics of this, please message me on Discord (Detoxx#8195) and I will start a group chat with all who want to help make this happen. Once all the details are worked out, a post will be made announcing the event.
We hope that during these upcoming weeks the server can be fun for everyone. Please message me on Discord if you have any questions or concerns or, as stated above, would like to help organize the Open NToV raid.

A list for the actual repop, we feel, is not needed as the mobs are spread out pretty well anyways. Sorry for the confusion.
Also, need to add one more anecdote:

Awakened is dead, why don't you just form a full server raid rotation? You have no competition left. Here I'll help:
NToV + Dozekar - Aftermath
CT + Dain + Yelinak - Casual Entity 1
VP + ST - Casual Entity 2
Statue + KT - Casual Entity 3
Zlandicar + Klandicar + WToV - Casual Entity 4
Then every week and every earthquake you rotate off. I'll be happy to make you a google spreadsheet you can share that will list the rotate and the swap dates.
Because the last rotation was terrible and any new rotation would run into the same exact problem that blew up the last one (grew too fast and there was no real process for adding new guilds to it).
You could never rotate NTOV as one target as apart from A/A it would take multiple days , probably even having to wait for a weekend for when it was CSGs turn , for every other raiding alliance to clear it. You would spread timers out and eventually lose mobs to repops. In a nutshell it would suck and be unworkable.
C/R/FFA had bag limits and that might be a decent idea , but you will always have the problem of adding new guilds/alliances to the R category and that will lead to the same contempt that BDA showed the rotation.
It wont be popular , but bending the knee and just accepting the No1 raiding guild on the server is going to portion out mobs twice a month is the most efficient and fairest way possible for casual entities to kill dragons. You cant have your cake and eat it.
In this case the GL of the No1 raid guild has to walk the line of keeping his zerg happy and the server - Detoxx is juggling a difficult task and doing a decent job of it.

I'm not arguing for/against rotations, but I don't understand why any new rotation would fail because the last rotation didn't have a way to add new guilds; couldn't a new rotation system include a way to add new guilds?

I'm ... skeptical that the only possible solution for P99 high-end raiding is a return to the TMO days (except with more handouts). This is not to say anything bad about Detoxx, Aftermath, or the job they're doing: it's just that I remember things being a lot worse back when one guild (TMO) ruled the server.

maybe its not so much that more casual guilds lack the will or drive or skill to kill the top raid stuff - its more that they are horribly turned off by the toxicity/training/bullying of A/A. Aftermath has a history of trying to coerce anyone competing with them into conceding giving false info or blatantly making up rules. Both guilds have a long history of breaking raid rules repeatedly and consistently.
I think the onus for change is on everyone not just A/A and not just casual guilds.

Why settle for scraps each week? If you want to crawl and take your time raiding with your friends you should get all the time you need and get a fair amount of shared mobs.
Get a solid agreement on a rotation or this thing will devolve in a matter of weeks.
Or you can petition and get free reign for 20+, 30+, 40+ days.

There will never be another TMO monopolization. TMO had the benefit of:
1. Only 16 Raid Bosses to keep locked down
2. 6 of them were restricted by needing to have a key
3. Locking down said mob to get the key for 2
This is not the way the server is anymore and, even though Aftermath may be able to kill most targets, we will never be able to kill every single mob every single week / repop.

It's possible, but you'd have to convince all your enemies/competition to end all competition in one "final solution" a massive zerg guild so large it can poopsock all raid targets at the same time!

Proposition: You aren't gonna be able to crawl ToV with 700 random people in zone, or even push a gating mob properly. Suggest making it a multi-guild event with a level requirement.
Even this method is going to have an absurdly bloated number of people in zone, but it will be more manageable.
Problem makers can be reported to their guild's raid leader, who can then deal with removing them if necessary.
It makes loot easier since you can split it via guild and they can use their own loot councils or DKP systems internally afterwards. Less wasted loot and it's not 700 people random rolling for stuff.

pffft hard no.
crawl is for nostalgia and fun, not for every week crawls. The whole reason you pull a dragon to ent and kill it is because its faster then clearing to it. Same reason you put a coth mage on a dragon spawn and coth your puller in rather then run to the dragon from zone line.
The real reason mobs are pulled to the zone is FTE. It's not necessarily easier to pull the mob to the zone, but you can't clear to the mob, another guild will just pass you or let you clear right up to the mob and .... FTE. You cannot afford to move to the target because someone else will send a single person and... FTE. Want to kill Lodi, join the other 25 pets in the water and... FTE. Ragefire? Suicide run to the merchant and... FTE. On and on and on. As long as we have FTE the entire raiding scene on P99 is broken, not working as intended, and certainly not "Classic".
On classic I have participated in a raid to kill every raid mob on P99 during their current time period (not raiding ToV in PoP gear), not once were any of them pulled to a zoneline or even more than a few feet from their spawn point.
All this thousands of pp worth of expendables, crazy pull-a-train this way while I go that way, hell even the fact that Aftermath has to have their own practice server to pull this off is because of FTE. (I don't recall a Black Company practice server on Tarew Marr back in the day, then again we didn't fight fekkin dragons at the zone-in either.)
No I don't have a solution. Maybe we should just consider trying something different. What was wrong with the old 30 minute (or even longer) rule where you couldn't engage another raid mob for a certain time after you killed the last one? Why not an hour? Two?
It's definitely easier to pull the mobs to the zone for the most part.

This is just going to turn into a major dramatic nightmare. Loot isn’t going to be properly controlled, player 40 will win an item and then player 589 will ninja loot it and no one will be able to tell who did what. You can petition but it isn’t gonna do any good. Basically there’s not gonna be a good way to handle loot with this many greedy people in one place. It will be like the Paradox open raids except way worse because it’s sweet NToV gear instead of super average Thurgadin armor.

I don't understand. The rule simply wasn't followed? No one took advantage of the time available to engage a mob while another guild was "cooling off"? Not quite sure what you mean.

The rule was followed by all that showed up, which were the two raid guilds. Everyone else that the rule was put into place for never or rarely showed up to participate. The complaint was that waiting around for 0 to 16 hours to FTE a mob and then have a guaranteed hour to gather forces to make an attempt wasn't good enough.
EDIT and by not good enough I mean it wasn't enough time to gather versus the amount of time spent by the FTE racers, so it was a timesink/burnout for a lot of guilds.

This is a very bias'd and incorrect view, in general I think most people outside a/a liked hour lockouts. It drastically reduced the overall man power needed to pull dragons, and several guilds took advantage of that.
The server was far more competitive during hour lockouts than it is now, which is why a/a pushed to get rid of those rules.

The locks made ToV much friendlier and I enjoyed seeing the lack of FTE sniping/training during pulls because of it.

So I heard a rumor this raid went from 1PM EST until 11PM/Midnight EST? Is that correct?
The raid went longer than midnight, but not sure how much longer as I needed sleep.
Hatchling spawns actually gave knights something to do. Was fun killing flurry drakes while a dragon was being tanked in the background. Probably a lot of great screenshots were taken. I fell asleep after first Vulak attempt went south (WTB rez, paying well) but will see about being on for today's crawl. Grats to all the winners and thanks to AM obviously.

So I'm a little confused why it took 11 hours to clear the content.
I'm assuming you crawled it, with 200 people you should be able to easily clear up to Eashen/Aaryonar and then break the 10-Flurry circuit in NToV before jumping over the stairs and clearing left or right path.
What were the wipes that caused it to take so long and did you kill Vulak in his room?
The short answer to this question is disorganization. Unsurprisingly, when you take 200+ people who have never raided together and stick them in the dungeon with the hardest content in the game, there are issues. There were wipes and there was simply things taking longer because people don’t know who needs to step up for various roles.
Anyone who thought this would take 6-8 hours had rose colored sunglasses on. It was always going to take at least 12 hours.

Next Crawl ( if there ever is another one ) please consider killing the gating dragons ( Vulak,Feshlak ) in their respective lairs so they don't bother trying to gate.
Clearing 6 additional Flurry guards in Vulaks room really would have not been a big deal and then the entire server could have taken the sweetest screenshot ever all surrounding Vulaks corpse in his room - alas :(

What were the wipes that caused it to take so long and did you kill Vulak in his room?
First major wipe during Eashen was due to people running out of the safe area we were in which trained the raid. Running around and not dying in place extended the danger of the train all throughout the hub.
Second major wipe I'm not entirely sure. Aary was going well but we somehow agroed additional mobs that started down the ramp and eventually went after casters. Low health agro caused Aary to run around the corner and AOE the clerics. Coupled with the hatchlings and general chaos from being oom we managed to get Aaryonar down but at a great cost - pretty much a total wipe. We had a hell of a time getting people rezzed back up at first but with some instruction we moved everyone into Eashen's room and got situated and were then stable from there on out.
Lord Koi`Doken and Lady Mirenilla went haywire because push caused problems with positioning (since our mobs are not rooted). This caused the AOEs to become a lot more harmful than they should've been since clerics were getting hit. It's amazing how much push a huge raid can produce unintentionally or otherwise.
The rest of the time (except for Vulak) weren't full wipes but people eating enrage, as someone pointed out. Since this was an open raid not everyone had/used agro clickies etc to tank. Everything would go well and agro was solid until that pivotal moment and a mob would turn with people still auto attacking. Perhaps people were trying to save faction, or maybe they just got caught off guard. Dunno.
"Move up" should have been made clearer as a good portion of the raid wasn't sure where to go a couple of times, so for today's raid we'll be more clear on instruction. I do want to point out that throughout this event quite a few people were AFK, so the 170-220ish numbers we got are a bit inflated. This also caused us to have some stragglers around NToV.
Vulak. Vulak Vulak Vulak..... No, we did not kill Vulak in his room. The first attempt caused a massive desync and consequent wipe. By the time we got everyone up again we would gain agro on a nearby mob and it caused a couple more wipes on the freshly rezzed. At this point we decided to just get the mob down and try to get as many corpses summoned because it was going to become quite costly to keep buffing everyone up. Plus it was late. If there is a next time I would absolutely love to kill Vulak in his room.

Aadill is right. I made the call to pull Vulak to entrance because of time of day, and the general sentiment over multiple consecutive wipes with people not knowing where to stay to not pull aggro at trips. There were 42 monks there last night, and half of them (or more) were having fun doing monkly things, without being part of a p99 pull team. I don't blame them for having fun flopping around and looking at the zone, but it was after midnight, and the wipes were getting to be a bit much.
All in all a good raid. I can't speak to how it went for the first 8 hours, but in the 3 hours I was present, we got 5 dragons down? Pretty good run.
Glad those of you who hadn't gotten to experience the content were able to have fun.

Way to call me out :) The rules were supposed to be level 60 only and I messed that up. He had come into the raid late and didn't realize the rules and I didn't double check his level. Nonetheless he was apologetic and I appreciate that everyone throughout the raid was honest and honored the system that was put in place. An additional note I've made for today is to make sure we advertise the rules clearly during the raid so we don't have any more mishaps.
Skjor was the winner of the other Shadow Fang Necklace! I'm sure he'll get to level 60 at some point soon and if not I'll be quite embarrassed.

Shout out to all the clerics who hung in there and tried to keep people alive during the many hour slog of ToV - I think I heard less than 10 clerics with around 200 people - just crazy. Those are the heroes of this raid, think of the hundreds of cleric epic clicks that were performed yesterday alone.
Clerics - give yourself a pat on the back, well played.
