Is there a neutral or evil vendor listing that anyone could point me to that I can use as a reference? I've been spending much more time than I'd like on my troll SK searching for a place to unload my inventory in some areas.

I could list some but I'd fear the "not classic" / "fixed pending update" that follows would hurt the lizards on the server ^^
That said, druid ring vendors are everyone's friends...and remember you can bank around walls if you can invis in and out without guards seeing you, or FD :)

Yeah, the FD banking will certainly be useful as I've just transitioned to HHK. I wouldn't be surprised if there is an evil vendor in the keep or pass, but it's been so long, that I just don't remember. I leveled an iksar monk through HHK, but he had sneak, so I didn't even have to think about it.

High Keep: #13 on map, the erudite Enchanter vendor, will sell to anyone. The banker and surrounding guards are around level 30-35, and if you can tank them for a bit there is no need for FD/sneak/wall shenanigans.

I think this guide on the wiki is an attempt at doing what you're asking, but as you can see it fails a bit hehe. Could be updated for sure tho!
