Why is the SCHW half the price of the FBSS? Am I missing something?

The SCHW are an easier drop, which makes them more abundant.
That's my best guess.

Monk epic is hands, making these less desirable to them.
Graphicless on non monks, too, which makes them undesirable to some players fashion quest.
Hand items generally have better stats than waist, so you give up more stats by taking schw + waist over fbss + hands.

Schw, cheaper and better, the only downside is that your next haste upgrade will change slot...

The gloves are pretty bad except for the haste and can be replaced by significantly better alternatives to belts. (quest gloves or the kael warrior gloves for example that drop in arena)
Sure there are some good belts too but the stat difference in these belts vs the gloves are not remotely close.

The answer is YES
Get SCHW. Get FBSS. Once you have one, you won't need the other
For the record, I got SCHW because they were like 1.6 or 1.8k and FBSS was never going for under 2k

Now that the OP's question has been answered, I'd like to expand the question to sash of the dragonborn. Is the AC on that worth saving the extra plat for a tank to get it over the cheaper alternative?

I don't think so.
With Velious out we are spoiled for high AC items. You could probably use the same cash to get a bigger AC upgrade on a different slot.

You do not want to max ac in an inferior tier haste anyway... Think of ac with seahorse belt/cof... You don't need to care about 4miserable ac until you get better gear...

Dragonborn sash is worth the investment over FBSS. It’s less to do with the ac (though that’s a perk) and more to do with 3% more haste. Upgrade cost is fairly cheap and the item holds its value well. Upgrading haste beyond 24% gets expensive really fast. For most tanks at this level of gameplay, that extra haste will help with threat generation.
For primary haste after the Dragonborn level I’d skip RBG (27) and go for at least RBB (31).
Best tradable haste item now? For the value I’d argue seahorse belt at 34% haste and solid stats. It frees up cloak for something statewise better than the CoF ... which is 20k more expensive. 34% will put you at or close to the cap with ench haste.

Unsure for pure melee tank, but atm as hybrid tank seahorse makes more sense than cocw or cof...
