Like, everything else being the same, are their weapons that proc more often than others?

In this era I'm not sure.

From luclin onward there were definitely weapons with enhanced proc rates. The warrior aggro weapons for SSRA come to mind, not to mention cleric hammers.

I don’t know, but I seem to to first swing proc off my eye of zomm more often than players and NPCs.

short answer, yes some weapons proc rates are higher than others.
There use to be a spreadsheet floating around during kunark era before they 'nerfed' proc rates. That sheet is no longer accurate.
Dig through the forums, some juicy deets on the subject.

As pointed out here (https://www.project1999.com/forums/showthread.php?t=125483&highlight=proc+rate), all weapons that had additional proc mods have been set to 0.

I think my OT hammer is defective. It only procs 1 out of 12,482 swings. Worsen the odds by 2x if it is an emergency.

I remember dawnfire used to have a proc mod, unfortunally a patch removed this as Landris pointed out.

BSH (https://wiki.project1999.com/Barbarian_Spiritist%60s_Hammer) used to have a pretty significant proc mod and it was fun while it lasted ;)

Stronghorn's Horn needs to proc more. Preferably every time. :o

On live in era dev team had stated all weapon proc chances are equal by now (unsure of originally). The only item in game that had a lower proc rate was that scimitar that proced a wolf pet that you could keep.

Once they changed the wolf to last a single round of combat they made the proc rate the same as everything.
