Are open raids a thing on Project 1999?

At one point yes but it’s fruitless

They was one for a while. There was an organized open raid group nicknamed "Lord Bob" That kinda blew up after a coup, then the coup organizers dissolved it and their guild to join Tempest.

I host a WToV raid once a month and might consider doing more things like HoT and Kael if there is interest.

That’s good to know. I’m getting close to raid levels, but I’m not in any raid capable guild.
