Something's been gnawing at me... are prices on "Kunark level 55-60" spells based solely on desirability by players or does the rarity vary? I guess to keep it simple let's focus on just one level: level 60.

Let's say I kill a Cliff Golem and the RNG gods placed a level 60 spell on it... Is there a greater chance of that spell being Spell: Entrapping Roots than there is of it being Spell: Torpor?

Or is it simply /ran X where x=number if level 60 droppable Kunark spells?

For certain spells like Torpor, the price is derived largely from the return on investment you can expect from having it, rather than rarity. A shaman with Torpor makes dramatically more money than one without Torpor, which means the spell commands a very high price.

You can see the same pricing effect across classes--there's no (known) difference in drop rate for Enchanter spells and Cleric spells, but Enchanter spells nonetheless frequently command prices up to 10k+ while Cleric spells are a pittance. This is because Enchanters make a lot of money, while Clerics generally do not.
