This appears to be a droppable item, fyi. You may not need LR, unless you just personally need the experience of picking it up off the mob's corpse.

Yeah I know it can be bought. I am more so trying to save some coin and pay some people for their time to help my 51 necro get it for my monk. If that makes sense.

Never heard of loot rights for a droppable item. Just get a group at observer. Mid 50s can hold that camp.
