One handed / doesn't use key board.
OP if you send me your character files i'll set up a page on the socials window to mock the old pet window for you.
I'm assuming you previously clicked on pet window buttons, so setting up a socials (not hot bar) page for pet commands should be a reasonable work around.

The issue is using a mouse only to play and no amount of setting macro pages will help. Instead of moving my hand a little to click a button now I have to first navigate pages of buttons and at this point it's basically unplayable.

You're defeated before you are started.
Line up your spell gem bar, hotkey bar and the socials tab of the actions window next to each other.
That gives you 29 buttons in close proximity of each other. (10 hotbuttons, 10 socials, 8 spells and spell book).
You can even get a ui nerd to make it more user friendly for you.

At the same time Wonkie, we are only human. None of us can go supersonic, have a million arms, etc. We are all limited by our physical and mental capabilities.
I know a flid that has just two tiny stubs that are the closest approximation he has for digits. Honestly, you'd think his hands are useless. Despite this, he does Warhammer as a hobby. Not only moving his tiny plastic men around the board, but he actually paints them to a decent standard.
This guy could have been defined by his disability, yet he chose to persevere and overcome it.
OP, you may feel you have limitations, but if you commit yourself, perhaps you will see that moving the mouse one inch across the screen from one hotbar to another is literally no different than moving the mouse one inch across the screen from one hotbar to the socials page of the actions window. Sure, you need to press the socials tab ONCE per gaming session, but I for one believe you can do it!
If you want, send me your character files and I'll even set up the buttons for you to reduce the awkward typing / dragging windows around.
Edit: also my flid pal is hilarious. He is constantly making them 'give me a hand' jokes. I hope OP is so well humoured too!

I didn't actually do that though?
I gave an example of someone I know who did that, but I never told OP to do so. Regarding the OP, I called into question the difference between mousing between a window of buttons and a window of buttons. I acknowledged the difficulty the OP claimed of using a keyboard and offered to fill out the text of his keys, and even to tweak other ui elements for his ease.
My post was far from a toxic 'man up' ('able up'?) that you paint it as.
Edit: and goddam if that guy didn't inspire me to get all my Warhammer painted up!
