Is the burning rapier quest available to do now? If not when will it.

Wouldnt be available now since it requires steps in Temple Ro. Temple Ro should be added in May 2020. Not sure if this quest is released with that patch, but it wouldnt be possible to complete before then

Burning Rapier is definitely part of Sol Ro Temple quests. You can buy a lot of the booze now but not everything will be present.
