Why does it seem everyone wants to buy or sell custom cowls of mortality? Isn't it the same stats as a normal cowl/can't you get it customed yourself?

its the same item but most ppl custom it for the fashion

Yes you can customize it yourself, but most people customize it right away, so the ones you see for sale are usually customized.

Main reason you don't see too many stock versions of Cowl of Mortality for sale is because the customize quest is one-way and most players like the look. Once it's turned in, the item'll remain the custom version permanently. This item, specifically, is quite often obtained by players for the graphic since it's the only droppable item with the look, and one of only a couple (and the far more readily obtained between the two) that all classes can use.
