Someone told me that this server had them and I'm just starting up now.
What is the least penalized class / race? Or does anyone know where I can find the info?

Halfling Rogue looks pretty sweet exp wise ;)
Iksar Shadow Knight is by far the worst exp wise.

I think it was more to ballence things out
yeah its more for balance and to mkae things fair... a halfling warrior on his own can probobly solo 1 mobs ever 10 min where a iksar sk can hold there own a bit better...

There are plenty of people. However..the more players that choose soloing classes for ease of play.. in lieu of what they 'want' to play, the less low levels will be lfg.

Xp penalties are kind of a layover from Dungeons and Dragons, which heavily influenced classic EQ. Also, the races/classes with penalties tend to be more powerful (in terms of doing things without assistance) then the non-bonus'd counterparts.
I don't quite understand why Asslings get an xp bonus, their stats are sufficient/better than most other races for the classes they can be and they have sneak/hide as racial abilities which are really useful (especially Sneak if you wanna do quests for places your faction sucks at). My guess is just the fact that they're Asslings and people who play Asslings have a naturally low IQ.
I'm joking, slightly. My hatred for druids & Asslings stems from the fact that every retarded druid i ever ran into in live was a Assling. And there were a lot of them.

The rumor goes that Humans were supposed to get the XP bonus, but due to a simple number error (like humans being a "1" in the database, and halflings being an "11") the halflings got the bonus.
Agreed that it doesn't make sense to still be this way.

THAT would make a lot more sense. Human have mediocre stats and no other abilities. The only reason to go with a human is to have the choice of starting in Qeynos.
Also, in live, not having infra/ultra vision combined with lack of maps was a HUGE deal for lowbies. Made it really hard for them to function at night.

I remember this very clearly from my live days (99-01). If there was one race/class combo that was reviled and mocked, it was the Halfing Druid. Didn't we used to call them Dr00ds?
And I really don't think you can put too much stock into race/class XP mods and how strong/weak they are. Hybrids get the worst penalties of all, and, well, the hybrids pretty much suck in the scope of things. If Paladins and Rangers were OP, then it would make sense. Meanwhile Monks, Shamans, Druids, Necromancers, etc, don't have to deal with that shit.
They probably just gave Halflings the huge bonus because they figured who the fuck would want to play one.

I agree and it seems to (for the most part) be the case here on P99 as well, I've only yet run into one dickish wood-elf Druid and the other day a Half-Elf druid was generous enough to make the EC > DL > KC > SF > OT run to stop the rain in OT for everyone for a mere 3 opal donation.

Monks get a 20% xp penalty and Necros get a 10% penalty.

If I recall correctly, the idea was that certain classes are more powerful and thus should be penalized for their enhanced abilities and overall greater power.
Very quickly Verant/Sony realized that for EQ to succeed there can't be any class that has a clear advantage in strength, they all need to be relatively w/in balance of each other. That is why they existed in the first place, and subsequently removed in Velious.
