Ornate Chain and other stuff

Can't buy the patterns for ornate chain armor yet. What patch implemented those? Why be able to craft HQ Metal Rings if not for ornate chain armor?

That's part of the cultural crafting (ornate chain gets enchanted if you use the enchanted hq sheet metal you also can't get yet) but idk when
