How to petition on the forums?

I once did an in-game petition to see if some level 1 mules could be restored.
A guide appeared and told me that I would need to petition on the forums, and once I did that he would request the database admin to restore.

But, now that I am here I am not sure what to do. What is my next step?

You make a post in the Petition/Exploit forum. Just scroll down on the homepage and you'll see it.
