UI Issues on Windows 10

First off thank you to all who help in here. I was stoked to find that this existed and cant believe I back playing this after 15ish years.

I am able to get in game fine and I have most elements for chat target, etc., but when I load the different UI Skins they all look the same. I have just translucent black boxes and no EQ button. I have tried to cycle through default, default_old, velious, and duxaui and there is no change in the look. I have tried running the exe in various compatibility modes, with admin rights, etc. Drivers are all up to date.

Wasn't sure if anyone else had run into this before or if someone out there had some other idea to try.

If you're playing on green the UI is intentionally locked to what you're describing.
