Robe of the Lost Circle issue

I finished the quest for robe of the lost circle today. After creating it, i saw that it had the 'updated stats' (15 AC, +5 str, agi, dex, sta, +50HP).

a little while later i logged out. When i logged in this evening, the robe appears to have the 'old stats' - 12 AC, +5 to sta/agi, and +25 HP.

Has anyone else experienced this? should i petition, or post in the bug forum?

I can confirm that on Nov 17 I had the 15AC etc stats and now have 12AC etc stats as of today six days later.

Not sure what's up but seems like a bug.

According to Jan 19, 2020 patch notes Robe was only supposed to revert to lower stats if prior to Kunark.
