Mobs on same faction conning differently?

So I have begun the task of transforming bone chips into friendship with iksars and was surprised to see that, at some point, Crusader Bodli glared at me threateningly (success!), while Crusader Quarg was still scowling at me, ready to attack.

The way I understood faction, any given NPC was on a single faction, and the /con of this NPC depended on race, class, deity, and the modifier resulting from lowering/raising the faction. Based on that, I would have thought that both Crusaders would be on the same faction and would /con the same. Unless the base race/class/deity modifier was unique from one NPC to the other, inside a same faction? For example, Crusader Quarg hates high elves more than his colleague Bodli? Does anyone know about this?

Note that you can up the warrior and necromancer factions at the same time by killing iksar exiles. There's a good number of them in the caves that link WW to LOIO. I spent a few days in there aeing them down to max out my necro faction <after> I had turned in like 10k bone chips and seeing all the "cannot possibly get any better" messages for Legion was a bit disheartening.

As a Half-Elf Bard, I decided to experiment with Cabilis faction.

Killing Iksar Exiles till the turn-in guy (Troopers and as they get the same hits, the necros) were Dubious.

It then took me 204 stacks till all factions (apart from the SHMs) were not KOS and would allow me to vendor and bank.

It then took me a further 260 stacks before SHM went to Dubious.

I rounded out with another 36 stacks to make it an even 10,000 Bone chips farmed and turned in.

Legion of Cabilis - Guards: Ally
Residents - Vendors/Banker: Warmly
Scaled Mystics - Shamen: Apprehensive
Crusaiders of Greenmist - SKs: Warmly
Swift Tails - Monks: Ally
Brood of Kotiz - Necro: i think i am Dubious or Apprehensive

Mcoy: Concerning iksar exiles, I was planning on getting non-KoS to the rest of cabilis first, to be able to shop and bank there. Once this is done, I'll get on my necro faction!
