Help with last piece of Divine Might spell quest

Would anyone be willing to help me out with getting the last part of Pal spell quest in Kedge? I have been trying to get that damn bag down in Phins room for too long. I am at Phins room waiting with a WC cap and all I need is for a pet class to bind at ZL and send pet to pull seahorses away so I can swim down and grab it. Name is Evidence. Any help would be greatly appreciated.
