UI Not Saving

I'm having a problem where my UI information is not saving for my game. For instance if I drag Sense Heading, Sit or Bind Wound to my hot bar, whenever I zone I lose those buttons and they no longer appear on my hot bar. I'm running the game as Administrator, my game is installed in c:\Project1999 and I don't think it's a permission issue. I'm playing on Green server for what it's worth. Hoping someone can point me in the right direction on this one.

Is it all hotbar slots or only the bottom 4?

If its only 7-10, those have been bugged for everyone for a long time pending a fix

I was chatting in game yesterday and people were telling me that this is the intended functionality as there were only 6 available slots for the game during this period. Figured I'd post that in case anyone else comes across this thread.
