In the fifth floor tower of frozen shadow "Wedding Party"
Currently Nosja is the only one that drops the "Ceremonial Wedding Sword"
However, Allakhazam comments (link below) show the sword dropping from several members of the wedding party (oldest comment referencing npcs that drop from 2004), specifically Pelpa, Tihgren and Vyakna (but presumably all of them) at a lower rate than Nosja, but none-the-less dropping from them.
On project 1999, the sword only drops from Nosja
It looks that the sword was a rare drop from members of the wedding party, in addition to Nosja
