I am about half way through level 51 on my cleric. This is the highest level I've ever reached in the classic era of Everquest. My brother and myself started playing again around the launch of green and have slowly leveled both of our characters. He is more hardcore then me because he got his first ever crack itch and leveled 2 toons to 50(Wiz and Necro). I'm a pretty casual player and don't' intend on ever being a serious raider.
I would really like to slay Lady Vox and Lord Nagafen and experience it with my brother.
Whats the best way to be a part of these fights? Are their guilds recommended to join?

Well don't level past 52 if you just want to kill nagafen and vox, but unfortunately there will still be a raid guild who kills those dragons pretty quickly.
Join castle or nova or pals would be my advice.
Also, I know you said you don't want to, but consider being a serious raider. You're here playing classic everquest, and raiding is the end game of classic everquest. It's cool to just enjoy the game, but if you wanna kill dragons you need to grow a neckbeard, figuratively speaking

Here’s the thing, and it’s the one of the saddest things about this server. You got a large contingent of total oxygen-thief losers that perma camp every dragon from vox to nag to trak to VP and TOV.
It’s damn near impossible to get a tooth from Trak because he’s dead within 5 minutes of spawn and the teeth go to someone umpteenth alt. You can not compete with them, unless you are willing to flush your real life down the drain in order to capture all the pixels.
It’s like camping fungi tunic. You are never going to get a shot at it because the neckbeards have it locked down 24/7.
If you have a sex life, a work life, a real life, you simply won’t be able to kill dragons. You may get lucky and kill a dragon, but you will not kill dragons.

You can casually raid on green, no problem. You don't have to have 80% raid attendance and abandon all real life obligations to kill dragons...just have to remember that the respawn cycles are *typically* on the weekends (Thurs night + Fri + Sat + Sun) and that is set by the GMs of this server, and then you need to respond to a batphone (discord notification which can also be ported to a separate phone notification in my guild) for a dragon when you feel like it.
My guild raids pretty much around the clock, and I have about 25% raid attendance and go to the targets I can. I have a full time, 40+ hours a week job. I have a lot of raid loot.
I will echo Ooloo, you do need to stay 52 or BELOW for Vox/Nagafen. They have a mechanic where they banish anyone beyond level 52 such that you can't effectively participate in the fight. Castle, Nova, Pals, all go for those 2 dragons for sure. my guild does sometimes too (my guild is <Good Guys>).
Topgunben is more of the oxygen-thief in this scenario, but then again Dominion did win a lawsuit against Fox news, so all things are possible.

Damn. That sounds awful. If only there was a P99 server in which that wasn't the case ...

Imo. You should just run up and attack the dragons. If someone else is there so what.
It's actually better to make friends with dragons tho. And have good faction and kill the other characters trying to hurt your dragons.

I'll say Nagafen will be easier than Vox most likely.
They should really do more open raids for some of the older less contested content. Going through the rigmarole of joining a guild, setting up what is basically a pager, and dealing with 16 hour windows is a lot for this dude to just kill Naggy/Vox once.

I think the toughest part about your goal to be part of a Vox and Nagafen kill is that there's a 16-hour window during which they'll spawn; and the guilds don't rotate anything. Here's how it might go down.
Let's say the last Vox died at 8pm last Friday. That means she could spawn as early as noon this Friday, or as late as 4am this Saturday.
It is now 2pm on Friday and Vox spawns. GuildA and GuildB are watching (yes, they have so many people that they take turns watching for 0-16 hours). They notify their raiding crew within seconds.
All available raiders log in. They all log into their level 52 characters that are permanently parked at the entrance of Permafrost. Both guilds rush toward Vox's lair, forming groups, talking about tactics in voice chat, designating their main tank, etc, and race to engage her. From there, it could be a lot of chaos...maybe GuildA tags Vox first, but she casts her Fear and they go running everywhere, and some of them die to random mobs, and Vox chases one of them all the way out of her lair...now there's a pissed-off lady dragon icing people left and right.
The whole time, you were at work. Suppose she spawned at 3am...you're out of luck. But suppose she spawns at 9pm. Which guild are you in again? Hopefully the one that gets FTE (first to engage) on Vox tonight. :/ And hopefully you know how to run from the entrance of Permafrost to Vox's lair, because who knows if another player has time to guide you. How is your Magic Resist and Cold Resist? And so on.
Nagafen is a little easier because he is a less valuable target to most raiding guilds.
This server's unforgiving mechanics and competitive environment make it impossible to schedule this.
My suggestions: join a guild, any guild that raids; lower your standards to "kill a dragon" as in maybe it won't be Vox or Nagafen; sign up for the batphone notifications and show up when you're available; and keep patience.
Another alternative would be playing on The Al'Kabor Project (all raid content is rotated) or Wayfarer's Haven (same? idk). But man, it's tough to leave P99. It's the realest EQ.

Off the top of my head, I think the last few Voxes on Green were killed by <Kingdom> or <Good Guys>. That might be your best shot if you're gonna go for Vox especially. It's possible <Safe Space> or <Castle> snuck some Vox kills recently. I never know what <Fires of Heaven> do because their raiding times don't intersect with my playing times; and I'm unaware if <The Drift> or <Nova> have leveled up a 52 crew yet.

Join Good Guys, Kingdom or Safe Space. Ask about raid requirements and how active you must be. Safe Space anf Good Guys require nothing I believe?

Look, I understand that having had scheduled server maintenance along with a full repop every Tuesday is really attractive because then you could go get the blue-plate special at the IHOP after and not tip your server. But weekend raiding is fun, and in general with more quakes lately, windows have been Saturday/Sunday. Some of us like to game on the weekends!

There is a draft 6 times per year in which the raid mobs are not contested, but instead drafted by the different raiding guilds. You could consider finding out who drafts Nagafen and Vox, and asking the different guilds if you could attend in order to experience the fights. Whether they say yes or not would depend on the guild, but many people are nice to new players and as long as you're not expecting loot, it wouldn't really hurt anything. Worst that happens is they say no and you ask someone else next time.

p.s. how is it a crime to start swinging on a dragon when its at like 3% hp and maybe get the kill shot if u dont KS it from the guild engaged???

Like was mentioned above: After you ding level 53 you will be banished from Nagafen or Vox if you cast or melee at all. If you don't care about loot and can ignore some of the more "active" raiders.....personalities, your best bet at seeing these Dragon's corpses the soonest would be to assimilate into the biggest guilds(on Green anyway) <Kingdom> or <Good Guys>. If you like low man challenges and can also tune out more "active" raiders personalities then there are many options also, albeit you will be on the receiving end being overrun by the bigger guilds more often. <Castle>, <Safe Space>, <Fires of Heaven>, and to a lesser extent <The Drift> and <Nova> all experience end game dragons, including Vox and Nagafen from time to time given how the cards land at the given time they appear.
Acclimating to the status quo of raiding in general on Project 1999 is the biggest hurdle in my opinion and it's definately not for everyone. Hope this helps!

TLP servers are fun if you have the time to do content in era. After Playing Coirnav in 2018 and Mangler in 2019, Live TLPs were a great way to refresh and relearn alot of the quirks of Everquest after not having played since 2001ish.
That said, the revamped classic zones on Live servers, to me, just didn't check all my nostalgia boxes at the time. I had a alot of fun raiding Classic - Velious on those 2 TLPs, but the speed of new expansion unlocks and my apathy for content post Velious both made Project 1999 more interesting to me personally after I finally came here in early 2020.
No matter where you go at this point, Live or P99, your biggest hurdle will be tuning out the most "dedicated" players personalities and enjoying your time for what it is in this old game we all love.

Agreed, there is something for everyone - from the guy that shows up 4 times a year to the one that won’t miss a single spawn.
Don’t think that just because you can no-life it for a 16 hrs a day that you have to. That would be wrong.

I mean a lot also depends on what class you play. If you're the MT (or one of them) for your guild prepare to play 24\7 or shell out your account info to every mage main who kinda knows how to tank.

I didn't mean to make it sound like that. I was trying to manage OP's expectations. You can see dragons if you are online or ready to raid during an earthquake, or if you are able to respond quickly enough to a batphone of a natural spawn here and there. But killing Vox means being already parked, or bound outside of Permafrost, due to the distance.

Capital idea! Next draft, OP can tag along with whichever guild(s) draft Nagafen and Vox. Those kills will be scheduled and they won't say no to an extra cleric.
OP, please PM me for a link to the UN so you can stay updated on the draft dates and who drafts what.

If you just want to *see* eq raid mobs it's pretty easy to do no matter who you are, and you can actually learn a lot about how the encounters go just as a spectator.

I was considering saying something like that, something like "just go where they go," but then OP will ask:
How do I know when Vox is?
Know what I'm saying? OP doesn't know Vox's previous time of death, so they don't know the window, and even if they did, they aren't privy to the batphone telling them when Vox spawns. Hopefully OP is bound outside of Permafrost, of course.
And if OP dives in along with <Whatever Guild> and dies, hopefully that guild helps them CR...I'm just not sure it's that helpful for us to say "yeah man, just go where everyone else is going."
So maybe OP just needs to do the work of trying out a guild and showing up to some raids, learning, and hoping that guild goes for Vox during the next X time period (let's say "this year").

My plan when I eventually get into raiding is to be the guy that consistently makes the weekly schedule. For instance, if the guild raids twice a week, once on a day I work and once on my off days, say Thursday and Sunday, my aim is to try and always make it to the Sunday raid, whatever it is, and be consistent and reliable.
Anything beyond that depends on my schedule and how much free time I have.

TLP servers are fun if you have the time to do content in era. After Playing Coirnav in 2018 and Mangler in 2019, Live TLPs were a great way to refresh and relearn alot of the quirks of Everquest after not having played since 2001ish.

Pretty much accurate.
Every dismissal of my earlier post only confirms your suspicions and my experience.
You will not be able to beat the neckbeards at their own game. They are more dedicated and will get all the dragon loot. This is their life. I repeat, this is their life. THIS IS THEIR LIFE. I think it’s mostly autistics that are in this crowd. They tend to have the personality for a game like this.
