What does this mean and how to resolve?

Issue remains...im kinda at a loss, have done fresh install couple times, edited ini...etc, etc...this started this week...been playing for over year no issue

I changed my monitor refresh rate and was able to get it to launch.. I have windows 11.

Same issue, have tried changing refresh rates and client.ini values... No change
