With roughly a 200k budget, what are some of the items I should be focusing on obtaining?
Let's exlude Fungi Tunic and CoF for obvious reasons.

In the end, haste and regen are the key components.
Max out on big bags to hold gear and get various aggro weapons for different purposes. Things like Wavecrasher, Frostbringer, Blood Point(s), Truncheon of Doom, etc...
Also, load up on DS potions so you can solo more effectively.
You won't spend all 200k, so focus on getting to L40 and then spend the money on power-leveling.

Run Speed - Journeyman's Boots
Enduring Breath - Fishbone Earring or Lodizal Shell Shield
Slow - Truncheon of Doom, Midnight Mallet (charged)
Snare - Silken Whip of Ensnaring
Root - Any of the spider nets, and more the better
Invisible - Incarnadine Breastplate (self only), Cobalt Greaves (any target)
See Invisible - Bracer of the Hidden or Living Thunder Earring
Shrink - Cobalt Bracers, Amulet of Necropotence
Tash - Journeyman's Walking Stick
Clickie Haste - Eyepatch of Plunder (camp yourself, or buy LR on parts)
Either or both of the dragon bags, Tinker bags, Soiled Bag
Velious Armor Set (just the gems, or buy the MQ or both)
Coldain Ring 7/8 (do it yourself, buy partially, or buy MOQ)
PoM Flowers
Warrior shopping is endless, and this is before the green dragon scale, NToV tradeables, loot rights, tears, tradeable warder loots, etc etc...

200k is a decent chunk of change. But maximizing warrior gear for what? Leveling? Or raiding? Cause you can easily spend that 200k on either and it won’t help you to do the other.

Swiftblade of Zek and Blade of Carnage are good weapons. The Horn of Hsagra is also good but more expensive. These are not weapons that proc but if your going to be soloing very good dps. The reaver or herbalist spade would be a lot cheaper if you wanted a 2hander past 20.
Besides that it’s basically all your typical melee twink gear.. SCW, hp rings, fungi, (haste item), etc.. etc..

Reaver and a herby spade is all you need for weapons.
If your going to group buy a frostbringer
You already have a cof and a fungi so nothing else will make much of a difference

Then there’s the follow up question. Gearing for soloing or to group? Or having gear for a mix?
Just due to your original question of maximizing the gearing, you can spend quite a bit of plat on certain items and it will maximize you for very specific functions.

I'd say 80% solo, 20% group
Soloing especially at earlier, mid levels

since you've got the plat, focus on damage output until you can quest velious armor.... an herbalist spade sounds like a good idea, i used spider nets and damage shield pots when i could afford it. i still use my cobalt arms/boots for buffs

the ability to self heal and travel efficiently without a gate buddy is extremely important, slow xp grinding is going to be a deal killer. more banking options you have, the better IMO. check out my magelo for a modestly equipped warrior... took a long time to get it, not much was bought.
i also keep some gear banked, armor/weapons/larrikans mask/sow pots/shrink pot for wipes.

Do you want investment you can recoup?
If not, with 80% solo then dump some play into damage shield pots.
Make them kills swift and many.

Sell your CoF and get a seahorse belt. It's just better when you take into account your non haste options for belt vs back slot. You'll save a bit of plat too. That being said I don't play warriors so maybe there is some busted belt slot that I do not know of?

Nah seahorse belt + hiero is pretty standard
But cloak of flames and blood runed girdle works to and only 10less hp,so not much different

-2x 6/65 rings
-3-5k worth of resist jewelry to swap in
Save the other 150k or more for an while and just get out there and kill things. The rest can be rags for the first 30+ levels

Ps: I would never recommend wasting money on a BoC, SBoZ or HoH. They are all overpriced garbage. You’re better of getting a solid Two hander.
To be honest, the best use of that cash would likely be saving a wad of it for a raid rot in a critical spot (ie weapon)

Gnome = super clicky potential as Tox pointed out
Dwarf= best high dexterity choice while balancing str/stam
Ogre = it’s popular for a reason
Troll = regen is cool and stats ain’t bad

If I were starting over for pure fashionquest (100% total personal preference) I’d be tempted to go female WE or DE.
There is actually no right choice here. Play what YOU think looks best.

I think my dwarf looks dumb with his trident and aow nerd hat. Red blade looks great on him though,I think it's too small on gnomes

For your original question of maximizing warrior gear for a dark elf soloing mostly with a 200k plat budget:
The stats you’d want to focus on since most of the time you won’t have anyone around while soloing to buff or heal you: Haste>Regen>Str>Ac>Sta>HP>Dex>Agi*(as long as you are over 75 Agi if not then that is #1 priority)
Below is a list of items you can buy in EC that prioritize the above listed stats:
Matchless Dragonspine Vambraces
CoF
Fungi
Living thunder earring
Finger bone hoop
Crystal chitin boots
Gem encrusted ring
Rune etched wedding ring
Gauntlets of potence
Hammerhead helm
Barbed ringmail legs
Dragon tooth choker
Barbed dragonscale mantle
Blood runed girdle
Silver chitin wrists x2
Idol of thorned
Calculated the list costs about 130k, gives you: 15hp/tick regen, 36% haste, 116 STR, 212 worn ac, 43 sta, 26 dex, 20 agi
Which leaves you a good chunk of change for Eye patch of plunder, that would have to be MQd. Which is buff haste and will stack with worn haste.

Fungi cof and a pair of 1 handeds and a two handed.A wep that procs slow. A couple hp items. Every other slot can be literally empty and you will solo exactly the same until you cant efficiently anymore cause warrior.
Gratz on picking the best class in the game btw!

If you had the good fortune of making a gnome warrior, I can craft up a pair of Clockwork Watchman armor with the following clickies for about 15k.
You'd get:
+30 str buff on gloves
+30 dex buff on boots
see invis on helm
invisibility on breastplate
40% spell haste on arms
SoW on legs
Use the remaining 185k for weapons and maybe a fungi and you'll be all set on solo/group content until the late 40s / early 50s.

•Levitate Clickie (Pegasus Feather Cloak)
•Invisibility Clckie(s) (Multiple options)
I'll add Bracer of the Hidden to the list because if you know how to use it you can spam it on an incoming mob to get secondary aggro as a raid tank. Also it's an instant cast of See Invisible for self and others (useful not only for the effect; is a free junk buff for dispelling mobs).
Shrunken Goblin Skull Earring is great for the same reasons as Bracer of the Hidden.
Somebody else pointed out that you'll need bags. Warriors hold a lot of stuff and Dark Elves don't have that high strength especially; 6 or more Bag of the Tinkerer(s) is a great investment. Because the price of Tink bags is almost completely inelastic once you start earning/winning some NODROP 100% WR bags you can replace your Tink(s) and make your money back.

Yeah those bags are just status symbols, like you're so rich you need to have the luxury brand WR bags.
