Does anyone know what font the developers used when designing Cabilis, the city of the Iksar? They seem to use the same text font for path signs inside the map Cabilis and for some letterings like The Block or The Court Of Pain. What font is that?

The Cabilis font kinda reminds me of this scotch for some reason. The font looks similar.

This Livingstone font looks good. Most similar thing to the scotch. Not sure if there is a more accurate font that represents Cabilis the best.

I don't know the exact typeface but they very likely modified the letters in some way, because wall textures are just rasterized bitmaps.

Just like the "Avatar" logo is clearly Papyrus, but slightly altered, as detailed in this hilarious snl sketch:

would Comic Sans have made the city less intimidating?

Thought for 36 seconds
Summary
The distinctive “Iksar” script seen throughout Kunark—most notably on the walls and signage of the city of Cabilis—is not a standard, publicly‑released typeface but rather a proprietary, bitmap font custom‑drawn by Sony Online Entertainment for EverQuest. Because these glyphs are baked into texture maps rather than stored as a scalable TrueType/OpenType font, they have no official commercial name. Enthusiast communities have, however, identified Livingstone (a decorative blackletter font by Stringlabs Creative Studio) as the closest readily‑available match for recreating the look of Iksar inscriptions, though it too must be tweaked to perfectly mimic the in‑game textures.

Oh my god, that Livingstone font is also the most similar font to that Ardbeg Scotch as one font expert says here. (site may be under maintenance sometimes)

That makes the Ardbeg Scotch an Iksar Scotch. I recommend we claim this for the Iksar Empire as the official Iksar Scotch. It is better than LAPHROAIG. If anyone asks, this is my favorite drink now!

Cabilis has some sick home brews. Check out between the shaman/sk guild and the bank.
