I'm somewhat curious to know how players feel about the fact character's faces can be freely switched in-game. Personally I think it removes an important aspect from a characters identity and I wish the function were excised (though I realize this could be difficult to accomplish from a developmental standpoint).

they should take a mug shot of everyone and if a guide ever sees someone with the wrong face he gets banned

I'm pretty sure it was impossible to change your face until Luclin or PoP. I support the OP for his other reasons listed, too.

pretty sure it was luclin. I assume the developers haven't made this change because it's something they'd have to screw with in the client?

I think it may actually post-date PoP, as I quit in the middle of the SoL expansion and briefly resumed play during PoP, but it wasn't till I tried that god-awful "progression" server thing that I recall seeing it.

I would almost have to assume it can be disabled by the server similar to how they can disable the use of the cartography system and the dye system. It cannot be entirely client-side else nobody else would see the changed face. At some point the client has to tell the server which face is being picked and the server sets it in the character database.
Is it possible to stop that from happening? Sure. Is it worth spending time on when there are almost always more important things that need fixing? Not imo.

you're probably right now that I think about it. if anything the devs could just trap all incoming face change requests and ignore them

Let's not downplay the importance of immersion in a video game. This is what Everquest was always the best at.

Does this actually work for anyone who is not the client?
I feel like I tried to change my characters face from non-mustache to mustache and my groupmates said they weren't seeing it change, though I could see it on my screen.

The ability to change faces came with Luclin and the new character models. The option was there because some of the Luclin faces were just hideous and if you changed the Luclin face model the corresponding classic face changed as well. You also had a lot more options with Luclin models, sideburns, eye color, hair, hair color, etc.

The faces aren't that materially different. And if someone decides they want facial hair, could a character not let it grow or shave? Could they not dye their hair if they wanted a different color? I've got a photo album full of Halloween pictures that proves that I can look any way I wish. Why shouldn't my character be afforded the same ability?
I am opposed to locking the faces.

So what is the command to change your face? Got a hideous gnome face I liked at first, not so much now.

I disagree I think this feature is good for those who suffer from multiple personalities.
Furthermore, I think something important is being missed. It's completely relevant. The old classic models have less polygons. So the shape of the face and its texture has to be 'drawn' more than modeled. This allows the modeler/texture-maker to make faces with eyes that're close, far apart, noses that're close or far, wide faces and short faces, etc. The luclin models do not have this same malleability because the eyes/nose/mouth are modeled. There's no in-game method to change the model for the eyes/nose/mouth. Interesting, eh?
This means that if you have the luclin models enabled then when someone changes their face, you will barely notice, if at all. But if you have the old models turned on then you'll notice more.
I also think it's peculiar how almost all of the luclin models are muscular. And if you look at the elves they all walk like there's something big jammed up their hole. They're in unimaginable pain.
And another thing... the old models for old ppl look like old ppl. Old model = old face. If you examine the luclin models you will observe that the old faces don't look old. New model = young face.
Know anybody with multiple personalities?

I look more like a gnome each day. I haven't built any telescopes,... yet.
