What level does Tarnished weapon recipe go trivial?

I've tried googling, but I can't seem to find a specific mention of when they trivial out at.

For reference this is the blacksmithing thing where Rusty weapon+ whetstone = Tarnished weapon.

Per https://wiki.project1999.com/Blacksmithing#Tarnished, it looks like it varies by weapon, but a few go as high as 26.
