I think the answer to the quake times is pretty simple and understandable. Staff lives in the U.S. P99 is a passion project, not a business.. None of them are gonna want to wake up in the middle of the night to start an earthquake for the 50 people who may be online.

Maybe this is the misunderstanding. Just a few hours earlier on some of these quakes and more euros are likely to get in on the high value start of the quake instead of waking up to find it quaked just after they silenced their notifications for bed.

The answer is boring unfortunately. The screen shake, yellow messages, and actual mobs repopping are all separate commands. My macro has a longer delay between them

Both exist. CSR has expressed having a literal button (remember when visceryn's daughter accidently hit the button trigger a 2nd valentines quake?) and also have quakes programmed in that hit at defined dates and times. The different functions are likely attributed to different people who may not always be aware what the other is doing.

Technically the Europeans were the original colonists but they got out colonized and then realized after it was too late that land is finite and that natural borders are wildly valuable.
