Pick Locking? Picking Locking? Picking Lock... Whatever...
Anyways, can I pick locks from stealth? Or attempt to pick them? Also, where can I find a place to level lock picking? Do I have to move to difference spots are certain Lock Picking levels?

yes you can pick locks while hiding/sneaking and my suggestion would be to skill up in befallen, you can max it out there

You do not need to be hidden or sneaking to pick locks. Picking locks will not aggro anyone on their own. You will need to put some points (11?) into the skill in order to level it up on the lowest level lock accessible. You cannot skill up on a door you cannot open. The easier door to open (afaik) is in befallen. All doors which you can open will level up your pick lock skill at equal rate and none will cap out, so you may as well pick the befallen door until you hit your level cap. Not sure what the level cap is offhand.
tl;dr train up your skill at the rogue trainer, then spend a long time at the entrance of Befallen.

Like everybody else here said, go to Befallen. You have to train the skill to 15 points in order to do Befallen. The locked door is just inside and to the left. Believe its the second door on the left in the first room with doors. Also, since it goes up five per level you might want to wait til 39 or 40 to do it so you can max it out in one go. It doesn't take very long to get the skill up. You can pick from stealth you just have to be careful not to hand your lockpicks to a pathing mob because that will break invis.
Also, if you can find them get Mechanized Lockpicks. This will, at 39 with 200 skill, give you just enough points to pick the reaver door in CoM and a few other high skill doors including the North Freeport vault door.

To stop you from handing your picks to a mob just hold the picks in the center of the screen and press 'U' to use the pick - no clicking required.

I'm a level 45 rogue and i have LP skill of 210, its red colored on the skills list. Is this normal?
I have been practicing on the door in the Freeport building that spawns an item used for the Burning Rapier quest.
I'll have to try the bank door too. )

No. Red in the list means that the current skill level is above your leveled skill cap. The cap at 45 would be 200. To achieve a skill of 210, you had to have either skilled to 210 as a bug that was later fixed or leveled above 50 (cap is 210 at 51 it think) and then deleveled.

You can max it in befallen while sneaking as mentioned above.
You might check to see what locks there are in the game. It's only really an issue as you get higher up, like 50+. I would spend more time enjoying the class because you're gonna spend days clicking and it's pointless until it's needed.

Long ago, I added some of the pick lock info that I could find to the wiki. Like what skill was required to pick various doors. But, info is scarce, and it is far from complete.

I tried to raise my skill in Befallen at Pick Lock skill level 10 with no luck. I trained to skill level 11 and boom, skillups at the first door in Befallen.
