Is this a newbie warrior? If so bloodpoint is totally useless. Well not totally, good til lvl 20 or so, but no better than a sword of skyfire witch is16,750pp cheaper.
Dual wield isn't any good until close to lvl 50, when the weapons can actually proc. Get a good one hander that will hit the dmg cap until 20, then get the best ratio 2 hander you can afford until 50. Even then I'd do something like bloodpoint + silken whip of ensnaring.
Are you starting this warrior from level 1 or already 50+?
Do you plan to get it power leveled or do you actually plan to tank in groups on your way to 60?

I'm still uncertain exactly how dual weild works. Does secondary swing depend on delay requirement being met when the first weapon swings (thus having 2 weapons with equal delay being favourable), or do I just want the best ratio heavy hitting offhand?

The latter, because you make you dual wield check every time the delay of your offhand comes up. It's independent of primary.
Also you didn't even tell us your race or anything, wtf do you expect? Helpful answers?

Earring of Essence (3k)
Diamondine Earring (500)
Sarnak Hide Mask (500)
Crafted BP (<500)
Runed Lava Pendant (2k)
Mithril Arms (3.5k)
Imbued Granite Spaulders if race allows (12k) or Tattered Mantle (500)
Hero Bracer if race allows (500) or Bracer of Scavenging (2k)/Granite (2k)
Crafted Gauntlets (<500)
Klyong Boots (500) or Dwarven Work Boots (500)
Total cost - 15k ish if large race, 27k if IGS-capable medium race. Plenty of cash left over for whatever. Sell the Bloodpoints and buy a Ringed Yak or Rod of Mourning for giggles.
Lesser Weaps:
Yak Clubs would proc soon and hold aggro great, Silk Whip + Sarnak Hammer at 50 would be the more obvious combo.

Half the fun of a warrior is having access to cool toys. If the goal is to have all the hps/ac in the world you can answer your questions using the wiki page equipment search. They even have market prices for half the items.
I would go for the top 80% instead of the top 95%. It will save you a ton of cash and let you afford other toys like a solid 2hr and iksar tunic. Things that will still be in your pack come velious. My RL bud had Vulak's axe and never got rid of his silken whip, ToD, and other "inferior" tools.
Agreed on the bloodpoints. Good weapons but kinda pricey for what you get.
Is the goal overall gaming (group, raid, solo, farm) or min/max for tanking only? Prob will get more focused advice.

Honestly, I care more about asthetics (I wont do anything but the full plate loot, nuts to Dwarven Work Boots) & utility than actual "maxing" of stats. I wanted to snatch up an Incarnadine Breastplate, but that would have taken a big chunk of my cash.
My goal is to casually group, not solo or farm, and perhaps eventually casually raid.
