Is there a difference between armor labeled magic and armor not labeled magic.. and if so what does it affect?
like say ivory bracelet for example.. its a "magic" item but doesn't have anything for sv fire or disease or w/e?

yeah I don't think so. they just tried to make sense back in the day rather than have an absolute application for every little thing

Monks require magic gloves and foot armor for hand/foot (e.g. tiger claw and round kick) special attacks against undead. I don't recall more applications of the magic armor beyond that.

magic items can't be pick pocketed. that's basically it.
hitting undead/breaking runes requires magic weapon/shield/shoulders/hands/boots where applicable, but that's secondary to the pick pocketing
for example, vox bag (http://everquest.allakhazam.com/db/item.html?item=2592) used to not be magic, so when pop hit and rogues had shroud of stealth, they were stealing it off of her. bag got nerfed.
