before pvp server opend blue was only at like 650-700 .. i mean in the past i was seeing 750-850 but havent in awhile but yea... imo only like 100-150 ppl from blue actually went pvp rest arent even from p99 aleast some ppl arent

i slowly noticed pvp going down and blue going back up lol 500 on last night on blue and only 310 on pvp before it was almost even for both when it first opend but i was only expecting like 150-250 max really on pvp so im happy

Actually I highly doubt it was "Real People" behind those extra players, at least in the end before the mass bans. Those bans were never specified and I personally think at least half of them were people 2-boxing, other banned accounts were probably 3rd party program users.

It would probably surprise you to know there are still people that prefer PvE to the PvP server, that server is a joke with all the broken mechanics.

200 is more than enough to sustain a server. P99 has been way overpopulated for ages, to the point where you can sometimes sit with nothing to do because every piece of worthwhile content is already occupied. Most of the blue server's problem stems from the fact that most of the players are greedy and antisocial, so the reason it's hard to get groups is because people don't want to group. If you try to form a pug, you just get all the terrible newbies. A smaller population at least frees up some content for guild/friend groups and for soloing.
